As part of our agreement making process, a "discussion" is a request that is brought up at a meeting, without the specific intent of coming to an agreement at that particular meeting.
This may be because the request is complex and requires a lot of input from others, or it may be simply be a courtesy, so that people don't feel rushed to come to agreement.
If there is broad support, a request may pass through the discussion phase rapidly, and be agreed at a meeting where it was only supposed to be discussed, but the facilitator should take care to ensure that there is actually such broad support.
