First of all, a "request" is softer and more subservient to the whole than "proposal." Proposals are often placed on an agenda without prior discussion nor the involvement of others; they are often what one person sees as his or her best interest.
Conversely, requests imply the willing participation of other interested people in the process. Requests are often "floated" long before the meeting at which they are agreed, and for important or complex requests, may be worked on by multiple people.
